Yes. OS X wasn't the only OS to include the slow-mo feature, Microsoft included their slow-mo feature starting with Windows Vista and onward.
In this video, I showcase some Windows' animations being slowed down, thanks to a hidden registry key "AnimationsShiftKey". However some animations were not affected, such as in-app elements, but it's still cool to see nevertheless.
