It is a front-end framework which is used to make websites and applications. It was originally created by a designer and a developer at Twitter in mid-2010. Before being an open-sourced framework, Bootstrap was known as Twitter Blueprint. It is prebuilt with classes and styling which makes it easier to build the UI without having to do anything from scratch. Also, it has got all the media queries like for example the display, viewport knows where the breakpoints are according to different screen sizes.
