This is a pretty big one-oscillator sound using the sync mutant twice to set up a power chord via the ratios with zero depth to the sync operation itself. Wiggle the ratios a little with random LFOs and things start getting messy, LFO+ to the feedback of both mutants and things get hairier and make that flangy noise. No filters, no effects.
