Nearly all networks today suffer from either a total lack of design entirely (setup with vendor testing defaults left in place and no IT interaction) or designed using outdated network knowledge from the 1980s and 1990s, with some concepts literally having gone away in 1993! Modern networks are vastly different in need and behaviour from even 1999. So old adages and rules of thumb will create poorly performing, unreliable networks today for no reason.
