Changing lane to target with another car driving on the target lane

1- get Autoware .AI 1.13 Release from https://github.com/Autoware-AI/autoware.ai
2- Update repose of project (common, core_perception, core_planning) to https://github.com/hatem-darweesh
3- check out branch openplanner.1.13 for the three projects (common, core_perception, core_planning)
