Run Python scripts as policy automations in Fleet

IT admins can now upload and run .py scripts alongside shell scripts. They work everywhere shell scripts do: on-demand, in batch, and as policy automations. This opens up more complex remediation and configuration workflows without wrapping everything in bash.
