I utilized this mechanism on two of my previous cards, the poinsettia and the snowflake. Here, I demonstrate this using a pinwheel (with a Wicked theme). This mechanism is a bit tricky. Remember to cut the hole the right size —too big, and the spinner wobbles; too small, and it won't spin. Tape the fishing line tightly close to the holes. At first, you must keep working on it by repeatedly pulling the tab to loosen up all the parts.
