Peter applies God's words from Exodus when He adopted the Jewish people as His own treasured possession to the church of the New Covenant. He uses language familiar to all his Jewish readers, language about the stone the builders rejected becoming the chief cornerstone. He also says, that being chosen brings responsibilities and provides purpose. That purpose isn't simply to congregate.
