The psalmist is talking to himself.
Three times across two psalms he preaches the same sermon to his own soul — why are you downcast, O my soul? Put your hope in God. I will yet praise Him. He is not performing peace he does not feel. He is doing something harder — declaring the truth to the part of himself that cannot feel it right now.
This song is for everyone whose soul is downcast today. Who knows the right things but cannot feel them. Who needs to preach to themselves until the saying becomes the seeing.
